The interpretation of the dogma EENS, has exceptions for the Aboot but this was not the problem at Mass over the centuries. So the Mass offered by the Abbot is not theologically the same as that in the 16th century for example. He can correct the error by simply interpretating Vatican Council II rationally and so traditionally and not like the French Conference of Bishops.
